我國電力系統實行兩部制電價：除了收取計量裝置所計量的費用外，還要根據變壓器容量收取基本電費；對于較大用戶在投運變壓器時還要一次性交納增容費。隨著電力行業的發展，用電量的增大，自有變壓器和私人承包變壓器已漸漸占據了配變中相當的份額，隨之而來的就是個人為了達到少交費、多用電的目的而采取的各種弄虛作假的手段（主要是改、換變壓器銘牌）；有些用戶年偷電費額達數十萬之多，電力部門苦于沒有有效的控制手段。narl-h變壓器容量及空載負載測試儀是南澳電氣武漢公司針對這種問題專門開發、研制的專門用于變壓器容量、損耗參數測量的高精度儀器。它自帶高效能充電電池，不用外接電源即可工作，充電一次可連續測量幾十至上百臺次；同時，內部數字合成三相標準正弦波信號（絕非簡單的逆變交流輸出，保證了非額定條件下各測試項目測試數據的準確性），經功率放大器可提供三相精密交流測試源；在測量變壓器容量和變壓器的短路損耗時不需要外接三相測試電源及調壓器、升流等輔助設備，簡化了接線，大大提高了工作效率；容量測試結果準確率達100%。它一種設備相當于二種設備：有源變壓器容量測試儀+變壓器損耗參數測試儀。它可對各種變壓器的容量、空載電流、空載損耗、短路損耗、阻抗電壓等一系列工頻參數可進行精密的測量。該narl-h變壓器容量及空載負載測試儀具有體積小、重量輕、測量準確度高、穩定性好、操作簡便易學等優點,完全可取代以往利用多表法測量變壓器損耗和容量的方法，接線簡單，測試、記錄方便，大大提高了工作效率。它以中英文大屏幕圖形式液晶作為顯示窗口，圖形式菜單操作并配有中英文提示，集多參量于一屏的顯示界面，人機對話界面友好，使用簡便、快捷，是各級電力用戶的首選產品。
